Support international phone numbers for login/authentication

Currently only US phone numbers work for authentication. Customers who work with international team members (architects, designers, project managers abroad) cannot invite them to their Handoff account.

Workaround of shared Google Voice numbers is fragile and insecure. Example: A contractor's architect based in Argentina cannot log in because only US numbers are accepted for verification.
