Restrict team member access to Takeoff Mode via role permissions

I need to be able to control whether my team members can use Takeoff Mode. Right now there's no way to prevent employees from accessing it — I want the ability to turn it off for specific users or roles so I can manage how my team uses the platform.

As the account owner, I should be able to set a permission in the team role settings that disables Takeoff Mode access for selected team members.
