Permit Fees & Expeditor Fields

In South Florida, almost every condo renovation requires a building permit. Permit fees, review time, and expeditors are real costs and real timeline factors — but they're not built into Handoff as line items or schedule elements.

Request: Add a "Permitting & Expediting" section with:

• Permit requirement toggle (Yes / No / Unknown)
• Permit type (Building, Plumbing, Electrical, Mechanical, Roofing, etc.)
• Authority (City of Miami Beach, Miami-Dade, etc.)
• Estimated permit fee and actual permit fee fields
• Expeditor needed (Yes / No), with company, flat fee or hourly rate
• Target submittal date and target approval date

Behavior: When "Permit required = Yes," the system should prompt me to add permit line items to the estimate and show permit-related time in the project schedule (review time, inspections, re-inspection allowances).
