Let me mark Proposals as Approved or Declined manually

For multiple reasons, some clients don’t click to Approve/Accept my handoff estimate. They may be having tech problems, they may have signed a docusign with me, we may have a handshake agreement, etc. Regardless, I just need to move their Sent Proposal to Approved. I can’t do that unless they click the button.

Let me mark Proposals as Approved manually. This lets me clean up my Sent status.
