I want my Estimate Groups consistently in the same order.

I would prefer consistency. The groups don't always fall in 1 order. I cant say the groups have ever been in any particular order. If we can't get them in the order of construction, you could consider alphabetical order as a fail safe.

    can’t this be done as a rule already if you are using consistent naming?

    ie make a rule:

    order every estimate in this order:

    Planning

    Demolition

    Excavation

    Footings

    etc
