Display the tax rate percentage (e.g., "9.1%") on the proposal totals section

Display the tax rate percentage (e.g., "9.1%") on the proposal totals section, shown after the "Sales Tax" line item. Currently, the proposal shows the calculated tax amount but not the percentage rate applied. The user wants their clients to see what tax rate is being charged.
