Auto-update catalog pricing from completed project actuals

When a project is completed and actual costs are entered, automatically offer to update the user's catalog pricing for those line items based on real-world data. Over time this creates a self-improving pricing engine unique to each contractor's market and business.

Currently tracking actuals vs budget exists, but there's no mechanism to feed that data back into the catalog for future estimates. Each completed project should improve the accuracy of the next one.
