Allow users to add custom %s separate from Markup (Sales Tax, Profit, Overhead)

Hi Handoff users, we completed this feature request! You can now add Below the Line Markups to cover %-based items like Contingency, Waste, Overhead, and other situations where you just want to add a %-based item to the estimate. Click into the estimate breakdown to make the change. Thanks -Justin
