AI global chat agent can bulk update markup, tax, and profit per rate/service type

I want the AI global chat agent to be able to bulk update rate-specific settings like markup, profit, and tax — and do it per service/rate type, not just globally.

Right now I have to go in and set these one at a time for each rate, and I have different markups depending on the service. It takes forever. I should be able to tell the AI something like "set markup to 30% for all painting rates" and have it handle the bulk update.
