Add a separate client-facing description field on catalog rates (distinct from internal description)

I need a way to have two separate descriptions on each catalog rate: one internal (used by the AI for scoping and pricing) and one client-facing (what shows up on the proposal).

Right now when I add details to my rate descriptions so the AI knows how to scope things correctly, those same internal notes show up on the proposal to my client. I should be able to write detailed internal notes without having them appear in front of my customer.
